Development, implementation and certification of quality management systems
In 2002 the University Center of the education quality management education was established for the organization and implementation of quality diagnostic and quality control of the process of academic and educational services. The center's employees are directly engaged in the development, implementation, scientific and methodological support for the operation and improvement of the quality management system of the university.
In 2004 the University designed and certified the quality management system according to ISO 9000. In 2011 the University recertified and received a certificate of conformity to ISO 9001:2008.
In January 2013 members of Ltd "Stavropol certification and management" conducted a surveillance audit of certified quality management system for the Stavropol State Agrarian University to meet the requirements of ISO 9001-2011 (ISO 9001:2008).
After the audit, the certification body decided to confirm the validity of the certificate of quality management system № ROSS RU.IS38.K00195 and issued a new certificate of compliance in connection with the transition to the new Standard ISO 9001-2011 (ISO 9001:2008).
In 2010, the certified environmental management system was designed, implemented and certified in accordance with the Russian standard ISO 14001-2007 (ISO 14001:2004) "Environmental Management Systems. Requirements and guidance for use. " The certified environmental management system is the single practice of educational institutions of the North Caucasus Federal District. This provides a secure environment in which the key processes of the university are realized.
In January 2013 members of the «Stavropol certification and management" Ltd conducted an audit of the certified environmental management system of the Stavropol State Agrarian University to meet the requirements of the environmental management system standard ISO 14001-2007 (Environmental Management System). After the audit the certification body decided to confirm the effect of the environmental compliance, certificate number CEP (00001465) B-16/OS-36.
In February 2014 the LLC "Stavropol center of certification and management" on the results of the audit of the quality management system of the Stavropol State Agrarian University to comply with the GOST ISO 9001-2011 (ISO 9001:2008) acknowledged that the existing quality management system complies with ISO 9001-2011 (ISO 9001:2008). Accordingly, the University has been issued a new certificate of the QMS with respect to activities of higher professional, additional and postgraduate education № ROSS RU.IS38.K00282 up to 02/20/2017.
Consulting - methodical, expertise services
The department of development and implementation of quality management systems in conjunction with the Department of Social Research and Marketing provides training specialists of companies, organizations and other participants in the field of quality management. Thus, in the period from 2008 to 2012 the employees of institutions of higher and professional educations of Kabardino-Balkaria, North Ossetia - Alania, Stavropol and Krasnodar Territory, the Bryansk region took their training and consulting on quality management and business excellence.
The department of development and implementation of quality management systems in conjunction with the Department of Social Research and marketing businesses and provides with the following services: consulting the support of the development, implementation and certification of quality management systems in accordance with the requirements of ISO 9001:2008 (ISO 9001-2008).
The main forms of cooperation:
- Examination of the organization and development of proposals for the development, implementation and certification of the quality management system;
- Participation in the planning of the development and certification of the quality management system;
- Training of executives, managers and staff of the organization in the development, implementation and certification of the quality management system;
- Provision of advice in the development and implementation of quality management system documentation;
- Consulting support for the project development, implementation and certification of the quality management system;
- Consulting support for projects aimed at improving the certified quality management system.
In 2012 two state contracts to provide services for the development, implementation and improvement of the quality management system were realized in accordance with the national standard GOST R ISO 9001-2008 in the urban planning committee of Stavropol city administration and the Committee on management of municipal property in Stavropol. As a part of the contract executives, managers and staff committees were trained in the development and implementation of quality management system. Currently we realize consulting support projects to improve the quality management system implemented on these committees.
The staff of the quality management in education since 2006 has been the part of the editorial board of the Album "Central and Eastern Europe. Leaders of Quality ", which accumulates successful experience in implementing quality management systems by organizations in different fields.
In 2013 the experience of implementation of quality management systems in the Stavropol State Agrarian University enabled our employees to become experts of the National Center of Public Accreditation. Being the members of the expert committee the staff of the University, together with representatives of employers and students, assess basic and advanced educational programs of universities to meet Russian standards, harmonized with the European standards for quality assurance of education ESG-ENQA.
In 2014 the employees of the Centre of quality management in education have been involved in the work of FBE "Stavropol Center of Standardization and Metrology" as experts for the procedure of the quality management system certification of educational institutions of the Stavropol Territory.
Participation in the Russian and international contests in the field of quality
The University has a rich experience in participation in contests related to the implementation of quality management system.
So, in 2005 the University for the first time took part and become the winner in the national Russian Award in Quality – contest for the award of the Government of the Russian Federation in the area of quality. Prizes are awarded annually on a competitive basis for organizations to achieve significant results in terms of quality of products and services, to ensure their safety, as well as for the implementation of high-quality management.
In 2012 the University confirmed the status of the Laureate Award of the Government of the Russian Federation in the area of quality, obtained in 2005. On October 25, 2012 at the Government House Medvedev D.A. presented the Rector of the University Trukhachev V.I . the diploma and prize of the Laureate of the Russian Government in the area of quality of 2011. The Stavropol State Agrarian University is the only higher educational institution in the Russian Federation among the winners of 2011.
Also in 2005 the University participated in the contest, held annually by the Ministry of Education and Science - "Quality Systems Training" (2005), the criteria of which are based on the criteria of the EFQM model . The contest has been held since 2000 to create a system of state and public promotion of educational institutions of higher and secondary vocational education to seek modern management techniques to ensure the quality of the graduates. According to the results the University was recognized as the winner.
In 2010 the University again took part in the contest and confirmed its status as the winner. The University was the first higher education institution in the North Caucasus Federal District, which twice won the competition "Quality Systems training of graduates of educational institutions of professional education" - during all the years of its existence, only five universities, including the University, have received such high praise of their activities .
The University first received its experience of participating in international competitions in the area of quality by taking part in the 2nd International Tournament in the Central-and Eastern Europe. The tournament is an effective means of international benchmarking and allows identifying the best companies in the CEE region as a role model. The work of the University has been analyzed in accordance with the criteria of the EFQM Excellence Model. In 2006, as a result of participation in the 2nd International Tournament of the Central-and Eastern Europe, the University became a finalist and obtained the EFQM certificate «Recognition of Excellence in Europe - 4 *."
This result gave a good stimulus for further development, and in 2007 the University was awarded with the diploma of the Winner of the Cup and the diploma of the winner of the 3rd International Tournament of the Central-and Eastern Europe.
In 2011 the University again took part in the 7th International Tournament of the Central-and Eastern Europe and confirmed its status as the winner.
In 2008 the University for the first time took part in the European contest "EFQM «Excellence Award - 2008"and won a Finalist status. In the next two years it continued working hard to improve the work of the University in accordance with the assessment from the European assessors, to build and sustain culture of excellence at the University, to build partnerships with all stakeholders.
Results of the University activities in the improvement were evaluated by the European contest EFQM «Excellence Award - 2010". In 2010 the staff of the University has become the first organization-winners of the most prestigious European award for business excellence in the organization in the categories "Leadership. Management through vision, inspiration and integrity "and" Nurturing creativity and innovation. "
In 2012 the University won the annual international award for "Best Company of the Year 2012" and received an honorable knowledge "Socially Responsible Company". The main goal of the award is to mark the achievements of companies successfully operating in various sectors of the economy, and to draw attention to the activities of enterprises directly influencing the economic growth in Russia. Receiving the award "Best Company of the Year" is an institution of public recognition and reward for those companies which business is the closest to the standards of social responsibility, transparency and is based on the introduction of advanced information technology.
Stable financial performance is not the only indicator of the organization effective business activities, as they are largely related to issues of social responsibility. Thus, under the award the honorary title of "Socially responsible enterprise" is rewarded. The presence of this title suggests that all activities of the organization are based on ethical values, democratic principles, and social protection of a single employee.
In 2012 the Stavropol State Agrarian University presented its experience of working with the staff, improving working conditions and labor protection, the development of partnerships, promoting healthy lifestyles at the national contest "Russian organization of the high social efficiency."
According to the results of the competition, which is held by the Ministry of Labor and Social Security of Russia, in 2013, the Stavropol State Agrarian University became the winner in the nomination "For the development of social partnership in organizations in the nonproduction sphere" (2nd place) and "For the development of human resources in organizations of in the nonproduction sphere " (3rd place). The University is the only organization which has become the prize winner in two categories.
In 2013 the Stavropol State Agrarian University participated in the European contest "Excellence Award 2013» (EFQM «Excellence Award - 2013"). On the October 23, 2013 at the celebration dinner of EFQM Awards in Vienna (Austria)the University confirmed its status of the Prize Winner of the -EFQM “Excellence Award - 2013". Marc Amblard, the CEO of EFQM (Belgium) noticed that the University for many years had been demonstrating the strong commitment to Excellence philosophy and social responsibility in all areas of its work in addressing stakeholders of the region.
