With a distant aim in view

On implementation of Stavropol budget for 2016, they spoke on June 8 at public hearings, held at Agrarian University.

The Duma of Stavropol Territory held public hearings on the annual report on the execution of the budget of Stavropol Territory for 2016. They took place in the hall of the Academic Council of Stavropol State Agrarian University.

The members of the regional parliament, including deputy Vladimir Trukhachev, rector of Stavropol State Agrarian University, the heads of the legislative and executive power of the region, representatives of municipalities, monitoring institutions, educational organizations and the public, ordinary people took part in the event.

In his opening speech, First Deputy Chairman of the Duma of the Stavropol Territory Dmitry Sudavtsov noted that since 2012, public hearings on the draft regional budget for the annual report on its implementation are attributed to the powers of the Duma of the Stavropol Territory.

"The regional budget for 2016 was put into operation in conditions of outstripping growth of expenses over own revenues and a significant dependence on financial assistance from the federal budget," the legislator said, indicating the tasks of the state policy of the region: increasing its own revenue base, effective use of existing budgeting tools and reducing public debt.

During the hearings, one more problem was identified: money from the budget was allocated, and the work in the allotted period was not fulfilled or was performed extremely poorly. A good example is a low-quality repair of roads, which in a year need to be repaired again. The way out is to strengthen control by the deputy corps and the public.

The budgetary discipline was also paid attention to the repor of Larisa Kalinchenko, Deputy Prime Minister and Minister of Finance. She also talked about the main performance indicators for the Stavropol budget in 2016. Among the priority areas - social organization (more than 70% of costs): the implementation of the "May" presidential decrees, increasing public sector wages, social payments, subsidies to local budgets. At the same time, planned annual income assignments were fulfilled by 102%. It was possible to reduce the cost of servicing the state debt of the region. A lot of work was also done to attract subsidies from the federal treasury on co-financing terms. Informed the minister and other areas of use of the budget.

The proposals made at the public hearings will be further considered in the Duma committees and the government of the region. The format of direct public hearings is in demand when building "a dialogue between the general public and the authorities, openness to the society of all its decisions and their results," stressed the Minister of Finance of Stavropol.

During the hearings, reports on their topic were made by the Minister of Culture of the Stavropol Territory Tatyana Likhacheva, the head of the administration of the Izobilnensky municipal district Vladimir Kozlov, the director of municipal budgetary general education institution of the secondary school No. 43 in Stavropol Tatyana Izmailova.

Concluding the event, the chairman of the regional Duma committee on budget, taxes and financial and lending policy Yuri Beliy noted that in terms of obtaining financial resources from the federal budget, our region is still inferior to some neighboring territories. And attracting additional money to the Stavropol Territory is one of the main tasks for the authorities, including the Duma's deputy corps. After all, work on the regional budget next year will begin in the committees of the regional parliament very soon.
