All-Russian seminar "Formation and development of production and educational cluster in the agro-industrial sphere of the Lipetsk region" with the participation of the delegation of Stavropol State Agrarian University

Roving seminar organized on the initiative of the Director of the Department of scientific and technological policy and formation of the Ministry of Agriculture of the Russian Federation Galina Zolina, with the support of the Minister of Agriculture Alexander Tkachev, brought together representatives from 24 agricultural universities.

In the workshop, which was held on 1-2 November 2016 in the Lipetsk region, took part the team of Stavropol State Agrarian University headed by the rector of the University, Academician of the Russian Academy of Sciences Vladimir Ivanovich Truhachev, with the Vice-Rector for Science and Innovation Vitaly Morozov, professor of Private animal husbandry, breeding and genetics Sergei Oleynik, chairman of the Council of young scientists of the University Dmitry Ivanov.

The main task of the seminar was designated by director of the Department of scientific and technological policy and education Galina Zolina: "The introduction of modern technology in the educational process of agricultural universities for training of future specialists, sought to work on innovation-oriented enterprises of agroindustrial complex of Russia."

Thus, the roving seminar-workshop was aimed primarily at the development of practical experience with the implementation of scientific development. Its members, headed by Galina Zolina and deputy head of administration of the Lipetsk region, Nikolai Tagintsev visited a number of farms in the region, which already has a system of interaction with educational institutions on training of staff.

During the workshop, the staff of Stavropol State Agrarian University got acquainted with the work of the engineering center of "Agrotechcentre" included in production and educational cluster of agribusiness in the region. They also had a chance to see how the process is adjusted work in research and production complex of "Megamix", the production of premixes and protein-vitamin-mineral concentrates for all kinds of farm animals and birds.

After visiting the farms there was the final meeting with the participation of the Head of Administration of Lipetsk Region Oleg Korolyov, where it was noted that the region has high rates of developing agriculture, especially cooperatives. "The Lipetsk region has a unique experience in the development of the cooperative movement that needs to be replicated, including by means of agricultural universities", - noted G. Zolina. Note that in 2016 the number of private farms involved in the cooperative movement in the region has increased almost three times - 853 agricultural consumer cooperatives unite 65 thousand private farms. State support of agricultural consumer cooperatives in the current year amounted to 186.5 million Rubles. "We need to help people, improving their well-being. Development cooperation is one of the most effective ways to achieve this goal ", - summed up O. Korolev.

Very useful for the study was the interaction and experience of "Agrofirma Trio" with Terbunsky Agro-Technological College. Further members of the Stavropol delegation visited Yelets State University named after Ivan Bunin. All these organizations have their own unique niche in the agricultural production and educational cluster of the Lipetsk region.

In accordance with the program of work the next day, 2 November, a round table "The cooperative movement in rural development", organized in the rural settlement of Nikolskoye Usman district. The subject of the discussion was the issues of creation, advantages and disadvantages of co-operatives in the Lipetsk region there are about 300, marked their role in securing employment and social development of rural areas. Galina Zolina is particularly interested in the question the possibility of the creation of student cooperatives.

Team of Stavropol Agrarian University acquainted with the activities of the local MSP SEC - "Dream", engaged in harvesting, storage and processing of vegetables; "Polyana", which specializes in the procurement, processing and sale of meat; "Victoria" is interested in issues of credit cooperatives.

In view of the meeting was also the work of rural settlement leisure center Nikolsky village council because quits workshop in the cultural and entertainment center "St. Nicholas".

According to members of the delegation of Stavropol State Agrarian University, the main purpose of traveling seminar was achieved - in meetings with representatives of a number of agricultural enterprises, farms and cooperatives of Lipetsk region could share experiences and to identify specific areas for further co-operation of representatives of higher education, government agencies and businesses for the further development of the region.

The participants were unanimous in noting the uniqueness of such meetings and expressed the hope that many of the activities in the future, organized under the auspices of the Ministry of Agriculture of Russia, will be held in this format. In particular, Academician Vladimir Ivanovich Trukhachev, warmly thanked the Director of the Department of scientific and technological policy and education Galina Zolina, Deputy Head of Administration of Lipetsk Region Nikolai Tagintsev for organizing such an effective workshop, as well as the head of administration of the Lipetsk region, Oleg Korolev for discussion of very useful for the heads of agricultural universities.
