The investment climate in agrarian and industrial complex was discussed in Agrarian University

Today in the Stavropol agrarian university the meeting for heads of governing bodies of agro-industrial complex of subjects of the Russian Federation concerning improvement of investment policy in territorial subjects of the Russian Federation under the leadership of the deputy minister of agriculture of the Russian Federation E.V. Ganggalo took place.

At meeting questions of investment appeal of branch of agrarian and industrial complex and mechanisms of improvement of investment climate, action for improvement of investment policy in subjects and increases of efficiency of realization of Gosprogramma 2013-2020 were considered and others.

The agro-industrial complex is economically and socially significant branch of economy for all regions of Russia. Attraction of investments into agrarian sector and growth of investment appeal of agrarian and industrial complex - necessary conditions for an effective and sustainable development of branch, factors of ensuring economic stability of agrarian and industrial complex, improvement of quality of life of the population, updating of technical and technological base.

In interview to regional mass media of E.V. Ganggalo told:

- The state accepts enormous efforts on improvement of investment climate in the field of agrarian sector. The ministry planned a number of measures, new mechanisms are developed and the former are used. First of all, this subsidizing of part of an interest rate for the long-term credits. For today the decision on subsidizing of an interest rate for 1800 objects is made. It is very essential. Soon the commission on which additional resources on subsidizing of an interest rate will be distributed will take place. This year the new measure of replacement of part of a factor cost for capital construction earned. She assumes compensation of a factor cost of the investor to 20%. On separate projects in the field of vegetable growing, potato growing, to hothouse and farmer sectors investors will receive 20% compensation this year. In the following - on this measure 16 billion rubles are supposed. We very much count that all these mechanisms will allow investors to reach design capacities soon and to give those volumes of the food which correspond to the doctrine of food security.

In the field of agriculture we observe stable prirosta of capacities, outputs, the branch causes serious interest in investors.

Representatives of departments of economy and state support of agrarian and industrial complex, the budgetary policy and government procurements took part in work of a forum; Ministers of Agriculture of territorial subjects of the Russian Federation; heads of regional structures which activity is connected with branch of agriculture.

Upon completion of business part of meeting E.V.Gangalo examined material base of university. During excursion the deputy minister noted that the Stavropol agricultural university is the leader in the directions connected with separate specialties in interaction of higher education institution and branches to which graduates of university come. "This platform which is traditionally used by the Ministry of Agriculture of the Russian Federation for carrying out the corresponding meetings. And territorially the higher education institution is located very conveniently: it both North Caucasus federal district, and Southern Federal District, both Crimea, and Sevastopol. I think that our business cooperation will be continued and in new year", - E.V. Ganggalo told.
