The PF was established December 22, 1990 by the decision of the Supreme Soviet of the RSFSR for the public financial management of pensions, which was necessary to allocate a separate budget fund. With the creation of the Pension Fund of Russia appeared in a completely new mechanism of financing and the payment of pensions and benefits. Funding for the payment of pensions began to form at the expense of collection of insurance contributions from employers and citizens.
