The event was opened by the head of the Department of Rosprirodnadzor in the NCFD Sarkisov Roman Mikhailovich. In his welcoming speech, he noted that Stavropol State Agrarian University was chosen as a forum for discussion. Currently, the department cooperates with the university on the possibility of participation of its employees in the educational process, as well as in the organization of practical-oriented training of students in the field of "Ecology and Nature Management". In all rating positions, the leader among the universities of agrarian education of the Russian Federation. This is the only university that has been awarded the Russian Government's Quality Prize three times. Currently, the Agrarian University, which produces environmental specialists, is one of the leading universities in the North Caucasus Federal District.

- We believe that careful treatment of nature is not only a manifestation of human culture, not only a fashionable trend, but also an essential condition for life support and technological progress. That is why it is very important to train qualified personnel in this field. On the basis of the Faculty of Ecology and Landscape Architecture, headed by the Professor of the Russian Academy of Sciences Alexander Nikolayevich Esaulko, three-level training of profile specialists (bachelor - master - graduate student) is conducted, and refresher courses for representatives of production are held. We have already released more than 500 ecologists working in various areas of the economy of the region and Russia. Rendering of scientific, educational and consulting services at a high professional level became possible thanks to the unique material and technical base created by the university, the work of competent scientists, and cooperation with strategic partners.
The main objectives of the reform are: accounting of objects of negative impact (at the moment 5023 objects are registered in the region); risk-oriented approach in control and supervisory activities; systematization and optimization of the requirements of legislation; automation of control and supervision activities; introduction of systematization of the evaluation of the performance of enterprises and government bodies; reducing corruption; development of human resources; improving the quality of reform implementation at regional levels.
Magomedov Kasim Ramazanovich, Head of the Department of Environmental Supervision, Land Resources Supervision and Permitting Activities, made a report on state supervision in the field of waste management and state land supervision. He noted that currently 21 waste disposal facilities are included in the State Register of Waste Disposal Facilities (GREP) in the North Caucasus Federal District. A number of questions asked on the site of Rosprirodnadzor were also touched upon.
Then the hearing continued with the speech of Makarova Anastasia Petrovna, the head of the department for supervision of water resources and conservation of mineral resources. She was affected by such problems as the poor technical condition of treatment facilities due to the age of buildings. The discussion also touched upon typical violations in the field of atmospheric air protection.
The problems of state supervision over the geological study, rational use and protection of mineral resources were introduced to listeners by the deputy head of the Stavropol Territorial Department of the Department of Rospridnadzor in the NCFD Tomina Galina Alekseevna. In 2017, 43 facts of illegal development of mineral deposits were identified, the bulk of which are violations of the construction of mineral waters.
