Agrarians of the Stavropol Territory summed up the results for 2017 and determined the next vectors of the agrarian and industrial complex's development

On the 13th of March, a regional conference "On the results of the work of the agro-industrial complex of the Stavropol Territory in 2017 and tasks for 2018" was held in the regional Ministry of Agriculture, which gathered more than 300 delegates. Deputy Prime Minister of the Russian Federation Arkady Dvorkovich, First Deputy Minister of Agriculture of the Russian Federation Dzhambulat Khatuov, Governor of Stavropol Vladimir Vladimirov, Chairman of the Duma of the Stavropol Territory Gennady Yagubov, Minister of Agriculture of the Stavropol Territory Vladimir Sitnikov, Rector of the Stavropol State Agrarian University, Academician of the Russian Academy of Sciences Vladimir Trukhachev.

Among the participants of the conference were also deputies of the State Duma of the Russian Federation, the Duma of the Stavropol Territory, members of the regional government, the heads of municipal districts, veterans and honorary workers of the industry, leaders of the leading regional enterprises of agroindustrial complex and farms, representatives of banks and large regional businesses, as well as the delegation of the Stavropol State Agrarian University, consisting of the deans of the faculties of an agrarian university and leading scientists. Numerous participants and guests of the landmark event were able to see an exhibition of agricultural products, science and technology achievements from the best agrarian organizations in Stavropol, including the Stavropol State Agrarian University, the North Caucasus Federal Scientific Agrarian Center, the Stavropol branch of LLC «Yugprom», CJSC «Bayer» and others.

In his greeting participants of the final regional agricultural forum, Deputy Prime Minister Arkady Dvorkovich stressed the special role of the Stavropol region:

- Yesterday at the All-Russian Forum of Agricultural Producers in Krasnodar, Russian President Vladimir Putin noted that the Russian agro-industrial complex has radically changed in recent years, has become highly technological and competitive in the world market. And in this, of course, there is a significant contribution of the Stavropol region, confidently entering the top ten leading regions of the country.

At the same time, we do not overestimate the successes of Russian agriculture, there are still many problems. About a quarter of the volume of milk consumed, we are forced to buy in Belarus. It is necessary to bring its production up to 40 million tons instead of the existing 31, and in this respect we very much count on the Stavropol region. Therefore, the diversification of agriculture and the rate in the province to increase the share of livestock - this is the right decision.

Deputy Chairman of the Government of the Russian Federation Arkady Dvorkovich called for the efforts of agrarians to increase the added value of agricultural products in the country to ensure the competitiveness of the industry and promised to support investment projects in this area, as well as increase subsidies for renewal of the fleet of agricultural machinery. Special words of gratitude for the many years of dedicated work the vice premier addressed to the veterans of the agrarian sector.

The Governor of Stavropol, Vladimir Vladimirov, told about the achievements in the regional agro-industrial complex, stressing the determining role of state support for the implementation of 50 large investment projects - for a total of 49 billion rubles. The assistance of the federal center also provided support to the regional livestock breeders - about 1.5 billion rubles. The most important goal of the next three years, the head of the region called an increase in the production of milk and meat by 20%. He stressed the actual land issue for Stavropol and the importance of extending the terms of credit support for agricultural investment projects. Arkady Dvorkovich promised to work out a proposal in the Government of the Russian Federation, which will be reflected in the new state program for the development of agriculture until 2030.

First Deputy Minister of Agriculture of Russia, Dzhambulat Khatuov, confirmed the constructive nature of cooperation between the federal center and representatives of the regional authorities, promising further support from the Ministry of Agriculture of Russia.

The results of the past agricultural year, the chosen strategy and vectors for the development of the agrarian sector of the Stavropol Territory for the near future were voiced in the main report of the Minister of Agriculture Vladimir Sitnikov. At the same time, the head of the regional Ministry of Agriculture emphasized the problems, challenges, as well as new trends and forms of work in modern conditions.

Although the production of greenhouse vegetables in the region has already increased 3-fold, in 2018 it is planned to increase the gross production to 85,000 tons and increase the area to 253.6 hectares. Thus, the Stavropol region will become the leader in this direction among the subjects of the Russian Federation. The share of the province in the export of poultry meat is now 30%, but there are prospects for expanding the sales market. All forms of state support are the key to the growth of production. So, for 5 years the volume of budget investments in the agrarian and industrial complex of the region amounted to 32.2 billion rubles. Measures of state support determine the level of investment attractiveness of the region. Almost 100 billion rubles. was invested in the agro-industrial complex and created over 4 thousand high-performance jobs. Thanks to the governor in the province, a magnificent investment climate has been created, which makes it possible to implement large investment projects.

However, speaking about the main directions of further development of the regional agro-industrial complex, the minister stressed the extreme need for deep processing of agricultural products, organized on the basis of cooperation. According to V. Sitnikov, profit today must be sought in efficient production, increasing labor productivity, using the achievements of agrarian science. "Moreover, such organizations as the Stavropol State Agrarian University, the North Caucasus Federal Scientific Center are successfully working in the region," the minister believes. The list of the most important tasks also includes application in the production of marketing research, introduction of precision farming technologies into production, preservation and expansion of grain production volumes, use of project management methods in production. The margin is still at a low level of self-sufficiency by fruit (40% of the norm), beef (48%), milk (70% of the norm).

The bright accent of the regional conference was the awarding of the best workers of the industry following the results of 2017.

So, from the hands of the Governor Vladimir Vladimirov for high labor achievements in the industry and long-term conscientious work for the benefit of the Stavropol Territory, Valeriy S. Tskhovrebov, head of the Soil Science Department of the Russian Academy of Sciences, received the medal "For Valorous Labor" of the third degree. Professor V.I. Tulipov, Faculty of Agrobiology and Land Resources of the Stavropol State Agrarian University.

For his services in the development of the agro-industrial complex, Minister of Agriculture Vladimir Sitnikov was presented with a certificate to the title "Honorary Worker of the Agro-Industrial Complex of the Stavropol Territory" by Elena Y. Epimakhova, Professor of the Department of Private Zootechnology, Breeding and Animal Breeding, Faculty of Technological Management of Stavropol State University.

The joint efforts of agricultural producers, the interest and support of the regional and federal authorities, the new legislative initiatives and the achievements of agrarian science implemented will allow us to move forward swiftly, continue to implement the big plans planned for the further development of the leading branch of the region's economy-the agro-industrial complex.
