Representatives of the Stavropol SAU visited Novosibirsk

From May 3 to May 8, 2018, a conference was held in the framework of the international project "Sustainable Agriculture and Rural Development in Russia and Kazakhstan" on the basis of the Novosibirsk State Agrarian University. Master students and teachers from Stavropol Agrarian University took an active part in it.

Such a large-scale event was attended by representatives of the consortium, which for three years was engaged in the development and implementation of master programs "Sustainable Agriculture and Rural Development" in Russian and Kazakh agricultural universities. This is also the European partner universities: University of Hohenheim, University of Warsaw University of Natural Sciences, University of Applied Sciences Nürtingen, Geislingen, Cornivus University of Budapest, and Russian organizations of higher professional education: Stavropol State Agrarian University, Russian State Agrarian University named after K.A. Timiryazev, Omsk SAU, Michurinsky SAU, Buryat State Agricultural Academy, Novosibirsk SAU, Yaroslavl SAU, Samara State Agricultural Academy, Tambov State University named after G.R. Derzhavin. Kazakhstan at the forum was presented by Kostanay State University named after Baytursynov, Kazakh Agrotechnical University named after S. Seifullin and Kokshetau State University named after Sh. Ualikhanov. Associated partners were the Russian Ministry of Agriculture, the Stolypin Center for Regional Development, the Russian Committee for the UNESCO «Man and the Biosphere Program». The partners of the local working groups are the Ministry of Agriculture and Food of the Omsk Region, the Ministry of Agriculture of the Novosibirsk Region, the Association "Ecological Committee", the Agriculture Department of the Tambov Region, the Association of Fruit, Berry and Planting Producers and the People's Khural of Buryatia.

During the final conference, the participants noted that the SARUD project served as a kind of response to the need for a practice-oriented education that should be of interest to both graduates with a bachelor's degree and working professionals wishing to improve their skills in the area of ​​balanced development of rural areas.

Panel discussion "Agriculture and regional development in Russia and Kazakhstan on the way to sustainability - the answer to modern challenges?" touched upon the current state of the modern village and the long-term plans for transforming agrarian regions, the forms of interaction between the authorities and municipalities, science and education in the field of program implementation social and economic support of the rural population, and the introduction of environmentally sound technologies.

The format of the "market area" allowed participants to learn from the experience of leading European and Russian specialists in the field of ecology, economics and agro-technologies.

In the following days the program provided trainings for teachers and undergraduates involved in the SARUD project, one of which was "Legal Aspects of Sustainable Development of Rural Territories" was conducted by the Associate Professor of the Department of Ecology and Landscape Construction Yulia Mandra. During the seminar the participants got acquainted with the prerequisites for creating the concept of transformations in Europe and in Russia; attempts of environmental and legal regulation and directions of state policy in this area. Teachers of Russian agrarian high schools were involved in brainstorming "The problem of legal interpretation of the term" sustainable development of rural areas "in Russian legislation", discussion of decisions to regulate land use, forest management, environmental protection in rural areas. During the discussion, proposals were developed to improve the legislation in this area.

Due to the fact that in the previous international project RUDECO, SSAU was the developer of the module "Environmental Regulation and Legislation in Rural Territories", in the SARUD project we were the consultant providing methodological assistance in filling the newly created on the basis of Michurinsky State University, Novosibirsk State University, Omsk SAU and Buryat State Agricultural Academy of Master Programs.

Also, it is gratifying to note that, following the results of the project, a special issue of the journal Vestnik Agrarian University was issued, in which the staff of our university - Rector, Academician of the Russian Academy of Sciences, Professor Vladimir Ivanovich Trukhachev and Associate Professors Yulia Mandra and Svyatoslav Serikov - highlighted the role of the Stavropol State Automobile University in the implementation of the SARUD project. This will make it possible to replicate this experience in future for the broad masses and interested parties. Moreover, given the agrarian specificity of the Stavropol Territory, a harmonious symbiosis between the economic, ecological and social aspects of rural development remains relevant for the region.
