July 18, 2018 in the Intellectual Centre of the Fundamental Library of Moscow State University named after M.V. Lomonosov the meeting of the Council of the Russian Union of Rectors was held. The leadership of more than one hundred of the country's largest universities gathered to discuss topical issues of the education and science development system. The event was addressed by the rector of Stavropol State Agrarian University, Academician of the Russian Academy of Sciences, Professor Vladimir Ivanovich Trukhachev. Deputy Prime Minister of the Russian Federation Tatyana Alekseevna Golikova, Minister of Science and Higher Education of the Russian Federation Mikhail Mikhailovich Kotyukov and Head of the Federal Agency for Youth Affairs Alexander Vyacheslavovich Bugayev took part in the meeting of the Council of the Russian Union of Rectors. In her speech, Tatyana Golikova noted that work is under way to adjust the national projects under the Presidential Decree "On National Purposes and Strategic Development Challenges of the Russian Federation until 2024", and the "Education" project occupies one of the central positions. The Vice-Premier drew attention to the platform "Russia is a country of opportunities" created on the initiative of the President of Russia. - The platform provides active youth with social elevators to develop their competencies and growth. I would like to see the projects of the platform "Russia is a country of opportunities" received support in your educational institutions, "Tatyana Alekseevna addressed the Rector's community. Alexander Vyacheslavovich Bugaev continued the theme of supporting the development of abilities and creating conditions for the self-realization of young people. He thanked the representatives of universities for supporting the idea of creating a National League of student clubs, and also spoke about the All-Russian Youth Forum Campaign, the formats of international cooperation. Rector of Stavropol State Agrarian University, Chairman of the Council of Rectors of the Stavropol Territory, Chairman of the Council of Rectors of Agrarian Universities of Russia, Academician of the Russian Academy of Sciences, Professor Vladimir Ivanovich Trukhachev delivered a report on the current state and problems of higher education in the universities of the Stavropol Territory and universities subordinate to the Ministry of Agriculture of the Russian Federation. In his speech, Vladimir Ivanovich touched upon the problem of reducing the number of students studying in the Stavropol region. More than 50% of the graduates of schools in the Stavropol Territory, who received high points of the Unified State Examination, leave to enter the leading universities in Moscow and St. Petersburg. - I support the proposal of the President of the RUR, the rector of Moscow State University, Academician Sadovnichy Viktor Antonovich, that the distribution of talented students should be in all universities of Russia, - said Vladimir Ivanovich Trukhachev. - One of the tools for developing this work may be the idea of the Vernadskiy program. In the regions, it is necessary to create clusters, the purpose of which would be to ensure that young scientists, students, graduate students go not to the centre, but on the contrary - it would be attractive to go to the region to create the necessary scientific school there, based on the needs of the region. Therefore today, agrarian universities consider their mission to leave their graduates working in their region, namely: to consolidate behind rural areas. In addition, the rector of the SSAU told colleagues about a landmark event in the education of student youth - the festival "Russian Student Spring - 2018", held in May this year, Stavropol. The Stavropol Krai has been given great confidence in organizing the largest holiday in the history of the movement's existence for organizing the international student spring of the Shanghai Cooperation Organization (SCO) countries and BRICS (an international association of five countries: Brazil, Russia, India, China, South Africa). The rector of the leading agrarian university of the country could not bypass the problems of agricultural universities, which are expressed in the absence of educational institutions of the Ministry of Agriculture of the Russian Federation in the main programs and projects ("5 - 100", "Support Universities", etc.) and budgetary funding for scientific research, which prevents their full-fledged development and access to new, progressive levels of the quality of education. "Restricting financing to agricultural universities, including research, restricts the possibility of training highly qualified personnel for agrarian research organizations, and these are the issues of food security for our country," Vladimir Ivanovich emphasized. The participants of the event took with great attention the constructive proposals that came from Vladimir Ivanovich Trukhachev and promised support in promoting these ideas.
