In the center of attention there are green "lungs" of cities

Employees of Stavropol State Agrarian University took part in the meeting of the working group on drafting a federal law regulating the norms for the creation of forest-park green belts. Legislatively, such a norm was introduced in 2016, and the process of creating a forest-park belt of Stavropol was held in 2017. However, a number of issues that arose during its creation have not been resolved yet. In addition, the current version of the law does not contribute to the creation of such green belts in the resort towns of Caucasian Mineral Waters. This caused the need to amend the legislation.

September 12, 2018 in the Duma of Stavropol Territory, a meeting of the working group on the development of the draft federal law “On Amendments to the Federal Law ‘On Environmental Protection’ regarding the improvement of the norms for the creation of forest-park green belts” was held. The meeting was attended by representatives of the regional bodies of the legislative and executive authorities, the environmental prosecutor's office, the public popular front, scientists.

Stavropol State Agrarian University was represented by the members of the working group: the dean of the faculties of agrobiology and land resources, ecology and landscape architecture Alexander Nikolayevich Esaulko, associate professor of the Department of Ecology and Landscape Construction Yulia Mandra, head of the department of Land Management and Cadastre Alexander Viktorovich Loshakov.

Within the framework of the meeting, the scientists of the university announced proposals to improve the current legislation of the Russian Federation in the sphere of creation and functioning of forest park green belts. In particular, there are proposed changes to the law "On Environmental Protection", which provide for restrictions on the placement of waste within the boundaries of the green belts of cities being created and in the operation of objects with negative impact on the environment in these areas. In addition, the rationale for the development and approval of a sanitary and environmental inspection regime for the parcels to be included in the green belt of cities, as well as the evaluation and examination of the prepared materials for a comprehensive survey of these sites, substantiating the provision of the legal status of the forest-park green belt, was presented.

As a result of the meeting, it was decided to continue work in this direction, prepare and submit this project for consideration by the State Duma of the Russian Federation.
