Rector of the Stavropol State Agrarian University, Academician of the Russian Academy of Sciences, Professor V.I. Trukhachev spoke at the Gaidar Forum in Moscow

From January 15 to January 17, 2019, the Gaidar Forum takes place at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. Among the numerous discussion platforms, an expert discussion “Russia - France: New Education Technologies” took place, where issues of implementing joint programs to strengthen university positions in the international educational space, including projects aimed at developing education exports, were discussed.

The Gaidar Forum has been held annually since 2010 in memory of Yegor Gaidar, who in the 1990s was one of the leaders and ideologists of economic reforms. The event discusses the main trends in socio-economic and political development, the state of the business environment and the investment climate in Russia and the world.

The forum is organized by the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, the Institute for Economic Policy named after E.T. Gaidar and the Association of Innovative Regions of Russia (AIRR).

Within the framework of the Forum, the Expert Discussion of the Trianon Dialogue “Russia - France: New Education Technologies” was held.

Russian-French cooperation in the field of education and science is characterized by a large number of joint educational programs, research projects, student and academic exchanges. Network projects have become a promising format for international educational cooperation, as exemplified by the Russian-French University founded in 2016.

The initiative of the presidents of Russia and France at the meeting on May 29, 2017 marked the beginning of a new stage in the development of interaction between the two countries in the form of the “Trianon Dialogue” Civil Society Forum.

The following issues were discussed at the discussion platform:

- Roadmap for bilateral cooperation in higher education and research: intermediate results

- Development of scientific and technological cooperation between Russia and France

- Scientific and student mobility: forms and mechanisms

- Development of university cooperation and strengthening the institutional relationship of education and science in Russia and France.

The moderator of the expert discussion was the Assistant to the President of the Russian Federation, Andrei Fursenko.

Among the participants of the event:

- Mikhail Kotyukov, Minister of Science and Higher Education of the Russian Federation;

- Frederic Vidal, Minister of Higher Education, Research and Innovation of the French Republic;

- Anatoly Torkunov, Rector of the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of Russia;

- Pierre Morel, co-chairman of the Trianon dialogue;

- Vladimir Mau, Rector of the Russian Presidential Academy of National Economy and Public Administration;

- Jean Chambaz, President of Sorbonne University;

- Sergey Sinelnikov-Murylev, rector of the All-Russian Academy of Foreign Trade;

- Emmanuel Trick, President of the University of Nice-Sophia-Antipolis;

- Vladimir Trukhachev, Rector of Stavropol State Agrarian University.

Speaking to the participants of the discussion, Vladimir Ivanovich Trukhachev made a proposal for the creation of the Russian-French scientific and educational program "Development of Genetic and Genomic Technologies in Animal Husbandry of Russia" on the basis of Stavropol State Agrarian University.

Modern agriculture cannot do without advanced scientific technologies, among which in the first place is the use of the achievements of molecular genetics.

In Stavropol State Agrarian University, in recent years, a number of studies have been performed on gene sequencing using the NGS method and studying their expression in farm animals. Studies are being conducted using Illumina's high density DNA biochips for genotyping animals and selecting parent pairs. Work is underway to study the epigenetic regulation of the functions of stem cells responsible for the development of economically important traits. University staff members have received appropriate training and are currently mastering the technology of genomic editing using the CRISPR / CAS method.

This direction has acquired particular importance after President Vladimir Vladimirovich Putin of Russia emphasized the need for work in the field of genetics.

- In our research, we try to be in trend with the world's leading research centers, - said V.I. Trukhachev in his speech. - Russia is experiencing certain difficulties in the preparation of highly qualified specialists and scientific personnel in the field of genetics and selection due to the complexity of the implementation of research in this area. It is possible to solve the created problem by creating joint Russian-French scientific and educational projects for the development of genetic technologies and the training of scientific personnel. As the experience of scientific centers in France shows, only targeted state funding, designed for a long term, allows you to lay serious research, and prepare the required amounts of personnel. Thus, it is possible to eliminate the backlog of Russian organizations from the leading manufacturers over the next decade.

The initiative of the rector of the Stavropol State Agrarian University was supported by the participants of the expert discussion.
