The theme for the lecture was to conduct voluntary state fingerprint registration in the Russian Federation. The dialogue with the students was conducted by the Deputy Head of the Department of Support of the Automated Dactyloscopic Information System of the Information Center of the Main Directorate of the Ministry of the Interior of Russia for the Stavropol Territory Natalia Nikolaevna Kuleshina.
Natalya Nikolaevna said that the formation of fingerprint surveys for the provision of state services for voluntary state fingerprinting registration by internal affairs agencies is carried out in accordance with Federal Law No. 128-ФЗ dated July 25, 1998 “On State Dactyloscopic Registration in the Russian Federation”.
Dactyloscopic registration is an activity carried out by the executive authorities and federal state institutions for receiving, recording, storing, classifying and issuing fingerprint information, identifying a person’s identity. Dactyloscopic information is biometric personal data about the structural features of the papillary patterns of a person’s fingers, which allow one to establish his / her personality, in other words fingerprints.
Students learned that mandatory and voluntary state fingerprint registration is carried out in the Russian Federation. The dactyloscopic registration procedure does not constitute a health hazard and is carried out in compliance with all human and civil rights and freedoms established by the Constitution of the Russian Federation. Fingerprinting is carried out on the day of the citizen’s application at the place of residence in the territorial body of the Ministry of Internal Affairs of Russia in the Stavropol Territory and is free of charge. If desired, a citizen who has undergone voluntary state fingerprint registration can receive a fingerprint card with his fingerprints.
At the end of the meeting, the staff of the Information Center of the State Ministry of Internal Affairs of Russia in the Stavropol Territory answered the students' questions of interest, and also showed how the procedure for fingerprinting is carried out using the example of a student from the Stavropol State Agrarian University.
