Lecturer of the Department of Land Management and Cadastre, Doctor of Agricultural Sciences E. V. Pismennaya took part in public hearings of the 'Green Shield" project of the cities of the Caucasian Mineral Waters, which was initiated by the regional branch of the All-Russian Popular Front and held in Pyatigorsk.
Federal Law No. 7-FL “On Environmental Protection”, which provides the possibility of organizing a forest-park green belt, entered into force on January 1, 2017. The idea of creating forest-park zones where economic activity is limited or terminated has found support only in 48 of the 85 subjects of the Russian Federation.
In the city of Stavropol, the "Green Shield" already exists and occupies 4.07 hectares of forests. The project of the cities of the Caucasian Mineral Waters proposed for public hearing is unique: it will cover all the cities of the resort region and preserve the man-made green plantings laid back in the 19th century. The project was developed by ONF activists and entered the Public Chamber of the Stavropol Territory. As part of the legislative procedure, on March 29, in the city of Pyatigorsk, public hearings of the "Green Shield" project with a total area of 10,099 hectares, which included 71 forests, parks, squares and other green spaces were held.
During the consideration of the issue, the following speakers made speeches: Chairman of the Public Chamber of the Stavropol Territory N.I. Kashurin, State Duma Deputy Speaker O.V. Timofeyeva, Senior Advisor of Justice S.A. Belevtsev, the deputy of the Duma of the Stavropol Territory V.G. Argashokov and other specialists and experts who have proposed to include additional land in the project.
In conclusion, as part of a public discussion of the project, the need to increase the proposed area by 1,020 hectares, which is more than 11,000 hectares, was recognized.
