17.11.2020

The tasks of higher education, the quality of student training and scientific work in a pandemic, the implementation of national projects were discussed today at the Professors' Forum in Moscow. The forum platform operates from November 16 to 19, about 3,000 people gathered on it in full-time and online mode - rectors, deans, teachers of leading Russian universities, heads of relevant federal departments, deputies of the State Duma and members of the Federation Council.

The teaching staff of the Stavropol State Agrarian University took part online in the Professors' Forum. The forum addressed issues on the tasks of higher education, the quality of student training and scientific work in the context of a pandemic, as well as the implementation of national projects.

Today at the Professors' Forum the Minister of Science and Higher Education of the Russian Federation Valery Falkov, the Minister of Economic Development of the Russian Federation Maxim Reshetnikov, the heads of Rosobrnadzor and Rospatent, representatives of the Ministry of Education of Russia, rectors of the country's leading universities. Olga Timofeeva, Deputy Chairman of the State Duma, a member of the UNITED RUSSIA faction, took part in the forum. She spoke about the importance of the opinion of the scientific community when working on draft laws, told how legislators are finalizing the basis for distance learning.

- We do not pass any law without checking with the scientific community. State Duma Speaker Vyacheslav Volodin is aiming at this. Every year we order expert and analytical studies on various problems. We are ready to pay close attention to the decisions of this Professor's Forum. Including on the problems of distance education. In the spring, amid a pandemic, the State Duma promptly legalized distance learning and exams, we made it possible to use electronic copies of education documents. This was a forced step so that the process would not stop. But there are many questions left. Therefore, the next step is to understand in detail the distance learning in the law and by-laws. The framework law has already been submitted to the State Duma and approved by the relevant committee. It empowers the Ministry of Education and the Ministry of Education and Science with the authority to determine the procedure for e-learning and distance technologies. The State Duma will consider this bill on November 18, - said the Deputy Speaker of the State Duma Olga Timofeeva.

The corresponding bill "On Amendments to Article 16 of the Federal Law" On Education in the Russian Federation "(No. 957354-7), which gives federal ministries the authority to establish the procedure for the use of e-learning and distance technologies, was submitted to the State Duma in May this year by members of the Federation Council ... Most of the reviews received on it are positive.

Speaking about the implementation of national projects, Deputy Speaker of the State Duma Olga Timofeeva drew the attention of the Professors' Forum participants that they are expected to produce results not only in the national projects "Education" and "Science". “Higher education and science must have their say in the implementation of all other national projects. It is impossible to do anywhere without your potential, your new, advanced solutions, ” noted Olga Timofeeva.

The Professors Forum is an annual event. It is organized by the All-Russian public organization “Russian Professors' Assembly”, which unites about 6,000 Russian professors. The forum is supported by the Ministry of Science and Higher Education of the Russian Federation and the Ministry of Education of the Russian Federation. This year the forum is being held for the third time.
