With the support of the Bank of Russia, the Ministry of Finance of the Russian Federation and the Federal Agency for Youth Affairs, the VII All-Russian Congress of Financial Education Volunteers was held. The congress was held in a mixed face-to-face and remote format with the aim of increasing the activity of the financial education volunteer community, identifying strategic priorities for the development of the volunteer movement and awarding its active participants.
The Congress brought together over 3,000 participants from 82 regions of the Russian Federation. Issues of financial education were discussed with 63 experts in the format of discussions and master classes. The Congress was attended by teachers of the Department of Financial Management and Banking and volunteers of the student volunteer group "Financier".

Director of the Association for the Development of Financial Literacy Veniamin Shaevich Kaganov made a report "Development of the Financial Education Volunteer Movement: Creativity and Responsibility", noting that 4286 volunteers registered on the website of the Association as of June 2021. The numbers are constantly growing, so there will be an ARFG Coordinating Council, and its new members have already been approved. It is they who will establish the vector for the development of financial volunteering in the country.Elvira Sakhipzadovna Nabiullina, Governor of the Bank of Russia, said that the priority areas of work are investment, digital and inclusive literacy. Mikhail Mikhailovich Kotyukov noted that in 2021 an updated website vashfinance.rf will appear.
At the round table "Request for cooperation": Strategy and tactics for the development of financial education ", the following issues were discussed: the policy of the regulator and the formation of public confidence; financial education support by market participants: trends and expectations; anti-fraud and volunteer movement; strategy and tactics for developing financial literacy: new tools; financial literacy competency framework; interaction of state and public bodies and institutions.
Master classes were held: "Who am I - an investor or a speculator?"; "Initiative Budgeting"; "Life insurance: insurance or investment"; "Credit history"; "Tax culture"; "Investment literacy".
On the second day, the following issues were discussed: the role of the volunteer movement in Russia (ARFG Director Veniamin Kaganov, Chairman of the Coordination Council of the Russian Society "Knowledge" Lyubov Glebova, Deputy General Director of Otkritie Broker JSC Andrey Salashchenko) ; financial education of people of silver (scientific director of the ARFG library Tatiana Kovalenko); financial market participants in financial education (Denis Lozing, director of the Keys-game company)
The final session and summing up the results of the entire Congress with the participation of the First Deputy Chairman of the Bank of Russia Sergei Anatolyevich Shvetsov.
The Congress is a unique platform for communication, exchange of experience and education, full of the most relevant information on the topics of financial literacy. Traditionally, the Congress launched the Online Marathon of Financial Literacy.
In 2021, in the format of round tables every Thursday at 10:00, representatives of 12 constituent entities of the Russian Federation will talk about interagency cooperation in matters of financial education and demonstrate the successful practices of their region. Participants of volunteer and sports associations, employees of educational organizations and libraries, authors of successful projects and events on financial literacy, as well as representatives of regional administrations, regional branches of the Bank of Russia, educational authorities, and non-profit organizations are invited to speak. Among them was Elena Nikolaevna Lapina, Associate Professor of the Department of Financial Management and Banking, who will share her successful experience in implementing financial education programs at the Stavropol State Agrarian University and on the territory of the Stavropol Territory as a whole.
