Stavropol State Agrarian University, won the competition of projects "Mirror Laboratories" of the Higher School of Economics, will create a mirror laboratory on the basis of its scientific laboratory, together with the Higher School of Economics.
The research project competition was held at HSE this year for the third time. It was attended by 17 research departments of the HSE with 24 competitive applications. 19 scientific and educational organizations from 14 regions of Russia acted as partners of the Higher School of Economics in competitive applications.
SSAU participated in the competition for the first time. The Laboratory for Monitoring Sustainable Socio-Economic Development of Rural Areas of the Stavropol State Agrarian University submitted to the competition a project in the direction “Spatial analysis as a key tool for managing rural development in the region: principles, methods, practical recommendations” together with the Institute of Agricultural Research of the National Research University Higher School of Economics (Moscow).
It is in the partnership of two or more scientific departments that the essence of the mirror laboratory lies. Mirror laboratories are those created in partnership with scientific groups that are already conducting similar scientific research. As the HSE itself explains the idea of the competition, its idea is to unite the scientific departments of universities that have common scientific ideas, goals and objectives with the HSE.
As the head of the laboratory, Associate Professor of the Department of State and Municipal Administration and Law of SSAU Sergey Lugovskoy, explained: “The new mirror laboratory will develop a new spatially differentiated approach to managing the agro-industrial complex of the Stavropol Territory. Stavropol is an agricultural land. But it is very diverse in terms of socio-economic and natural-climatic conditions. For example, Novoaleksandrovsky district is dynamically developing, it is close to the regional capital, its population does not tend to move. And in the eastern regions, there is a clear trend towards the outflow of the population. It is impossible to approach the management of such different regions in the same way.”
The Stavropol Territory is divided into 4 natural and climatic zones. This was done around 1922-1928. During this time, the climate has changed a lot. For example, the Kirov District belongs to the 4th climatic zone - the most prosperous and humid. In fact, it is rather the 2nd climatic, arid zone. The revision of zoning will allow the authorities to provide more adequate support to the regions of the region.
SSAU Vice-Rector for Research and Innovation Professor Alexei Bobryshev: “The project for the development of the mirror laboratory of SSAU and HSE is designed for 3 years, funding is on parity terms. In 2022, SSAU will allocate 1.4 million rubles for it, in 2023 and 2024 - 2.5 million rubles each. That is, in total, 6.4 million rubles will be allocated for field research and monitoring of sustainable socio-economic development of rural areas, as well as geospatial (from satellites) data. Based on the results of the research, our scientists will give not only proposals for zoning the region, but also recommendations for the authorities on measures to support the agro-industrial complex.”
