On December 1, 2022, the regional Council of legislators discussed the issue "On some issues in the field of the treatment of animals without owners on the territory of the Stavropol Territory".
— The issue of keeping homeless animals is very important. It requires the intervention of all branches of government. Including state institutions and non-profit organizations, as epizootic well-being and safety of the population depend on it, - the dean of the biotechnological and Veterinary medicine faculties, Professor Valentin Skripkin, noted the relevance of the topic under discussion.
Following the results of the event, the Council of Legislators of the Stavropol Territory decided to recommend:
— The Duma of the Stavropol Territory should consider the issue of attributing the organization of animal shelters to the activities of socially oriented non-profit organizations that receive state support.
— The Government of the Stavropol Territory to consider the possibility of increasing the amount of funds for the organization of activities in the implementation of activities for the treatment of animals without owners; to intensify work on the construction of an animal shelter for 2,000 animals near the resort town of Pyatigorsk in the village of Privolny; to establish an order to prevent animals without owners from harming the life or health of citizens; to establish additional requirements for maintenance pets, including for their walking.
— To local self-government bodies of municipalities of the Stavropol Territory: to determine the places to which it is prohibited to return animals without owners, and the list of persons authorized to make decisions on the return of animals without owners to the former habitats of animals without owners; to determine the places allowed for walking pets (with the exception of guide dogs accompanying the visually impaired).
